Poland Processes 8,500 International Protection Applications in First Half of 2025

In the first half of 2025, approximately 8,500 foreigners applied for international protection in Poland. The majority of applicants, accounting for about 77%, were citizens of Ukraine and Belarus.

Application Breakdown

The largest groups of applicants were:

  • Ukraine: 5,000 individuals
  • Belarus: 1,600 individuals
  • Russia: 400 individuals

Since March 27, 2025, a temporary restriction has been in place limiting the right to apply for international protection at the Polish-Belarusian border. As a result, applications submitted at Border Guard posts near the Belarusian border have been minimal.

Eligibility for International Protection

International protection, in the form of refugee status or subsidiary protection, is granted to individuals facing persecution or a real risk of loss of life or health in their home country, provided they do not pose a security threat. In the first half of 2025, the Office for Foreigners issued decisions for 5,300 individuals:

  • 2,800 foreigners met the conditions for international protection, primarily:
    • Ukraine: 1,500 individuals
    • Belarus: 1,000 individuals
    • Ethiopia: 60 individuals
  • 1,000 individuals received negative decisions, with the largest groups being:
    • Ukraine: 500 individuals
    • Russia: 130 individuals
    • Belarus: 70 individuals
  • Proceedings for 1,500 individuals were discontinued, mainly due to applicants leaving Poland before a substantive decision was made. This primarily affected:
    • Ukraine: 300 individuals
    • Ethiopia: 100 individuals
    • Tajikistan: 100 individuals

Support for Applicants

During the asylum procedure, foreigners can access social assistance, including accommodation, meals, and medical care, provided by the Office for Foreigners. They can also participate in educational programs, such as Polish language courses. Applicants may choose to stay in designated centers or live independently with financial support from the office. As of June 30, 2025, 6,500 foreigners were receiving social assistance, with 765 residing in centers for foreigners.
