Polish Government Extends Support for Ukrainian Refugees Until March 2026
The Council of Ministers has adopted a draft bill amending the Act on Assistance to Ukrainian Citizens in Connection with the Armed Conflict in Ukraine, along with other related laws, as proposed by the Minister of Internal Affairs and Administration.
The existing provisions regarding the legal stay of Ukrainian citizens in Poland have been extended until March 4, 2026, in line with the European Union Council’s implementing decision applicable to all EU countries. The new regulations aim to continue support for refugees, particularly vulnerable groups, while improving the quality of data collected on Ukrainian citizens in state registries.
Key Provisions
- Extension of Legal Stay: The legal stay of Ukrainian citizens in Poland is extended until March 4, 2026, in accordance with EU regulations.
- Border Crossing Restrictions: Permissions for short-term border crossings under the local border traffic regime will no longer be granted to Ukrainian citizens.
- Improved Data Systems: Changes to the registration and record-keeping systems will be introduced.
- Biometric Identification: The assignment of PESEL (Polish identification number) will now allow the use of biometric identification, including facial recognition.
- Mandatory Presence for Children: Children, regardless of age, must be physically present when assigned a PESEL number.
- Tightened Regulations for Medical Professionals: Simplified rules allowing Ukrainian citizens and non-EU individuals to practice as meur or dentistry in Poland will be strengthened.
- Collective Accommodation Limits: War refugees from Ukraine will only be admitted to collective accommodation facilities until October 31, 2025, except for vulnerable groups specified in the law.
- Implementation Timeline: The changes will generally take effect 14 days after publication in the Journal of Laws.
