Legal Migration & Employment Programme of Georgia

Construction • Hotels • Factories • Turnkey residence permit for one year, renewable

Introduction

Georgia is one of the most accessible countries in the region for legal migration and legal employment. Citizens of more than 90 countries may enter visa-free and remain for up to 360 days, while all other nationalities can obtain an entry visa or e-Visa within a short and predictable timeframe. Located at the crossroads of Europe and Asia, the country combines a low cost of living, simple legalisation procedures and expanding construction, hospitality and manufacturing sectors that depend on foreign labour.

Human Power Service Limited offers a complete turnkey service: from the decision to relocate, through the entry procedure and arrival in Tbilisi, to a signed employment contract with a verified employer and a residence permit valid for one year with the right of renewal. Employment is arranged before departure — the candidate does not search for work after arrival.

Advantages of the Georgian direction

  • Open to all nationalities. We accept clients from any country, regardless of citizenship or current country of residence. There are no passport restrictions.
  • Fast and predictable entry. Most nationalities enter visa-free for up to 360 days; where a visa is required, we prepare and submit the application on the candidate's behalf.
  • Verified employment. Positions in construction, hotels and factories under a written labour contract, at a net salary of 600 EUR per month.
  • Accommodation at 50 EUR per month. Shared worker accommodation with utilities included is arranged by our office before arrival.
  • Low cost of living. Realistic monthly expenses of 230–340 EUR leave genuine room for savings and remittances.

The residence permit is issued on the basis of the employment contract. Legal status and lawful work are therefore obtained together, through a single procedure, rather than as two separate and uncertain steps.

Is this programme right for you?

We state the limitations of the Georgian direction as plainly as its advantages. A candidate who understands the salary level, the nature of the work and the payback period before departure does not abandon the process halfway.

THIS PROGRAMME SUITS YOU IF CONSIDER ANOTHER DIRECTION IF
  • You are looking for legal status and steady work rather than the highest possible wage.
  • You are physically fit for manual or shift work and are aged between 21 and 55.
  • You hold a valid international passport and can obtain a police clearance certificate.
  • You intend to stay for at least one year and to renew the residence permit.
  • You are content with shared worker accommodation at 50 EUR per month.
  • You want a destination with low living costs where savings are realistic on a 600 EUR salary.
  • Your priority is a Western European salary level — Georgia will not deliver it.
  • You are unwilling to perform physical work or to work in shifts, including at weekends.
  • You expect to change employer freely during the first months of the contract.
  • You require the residence permit to grant access to the European Union — it does not.
  • You are unable to obtain a police clearance certificate in your country of origin.

Rooms are furnished, include utilities, and are located within reasonable travelling distance of the workplace. Candidates who prefer independent housing may rent privately in Tbilisi from approximately 150 EUR per month, at their own cost.

Entry conditions

Georgia maintains a very open border policy. Citizens of more than 90 countries — including the European Union, the United Kingdom, the USA, Canada, Australia, Japan, Israel, the GCC states, Türkiye, Ukraine and most CIS countries — may enter without a visa and remain for up to 360 days. Citizens of other countries apply for a short-term entry visa or use the official Georgian e-Visa portal. We pre-screen each candidate's nationality and residence status in order to select the optimal entry route.

Required documents: valid international passport (minimum six months' validity), two photographs 35 × 45 mm, proof of accommodation in Georgia (provided by our office) and a police clearance certificate. For e-Visa applicants, proof of onward travel and basic financial means are additionally required.

How the programme works

Stage What happens
1. Consultation and contract The manager reviews the candidate's documents, confirms the employment direction — construction,
or hotels and factories — and the optimal entry route, and signs the service contract.
2. First instalment Pre-departure preparation begins immediately.
3. Employer confirmation The vacancy is confirmed with the employer and the terms of the labour contract are agreed in writing.
4. Entry procedure Where required, the visa or e-Visa application is prepared and submitted. Visa-free nationals proceed directly to travel arrangements.
5. Second instalment ayable after the visa is issued — or, for visa-free nationals, after entry is confirmed and the employment terms are agreed.
6. Arrival and accommodation A company representative meets the candidate at Tbilisi International Airport and places him or her in
prepared accommodation at 50 EUR per month.
7. Start of work The labour contract is signed with the employer and work begins, normally within three to seven days of arrival.
8. Residence permit The document package is compiled, translated into Georgian and filed with the Public Service Hall. The resident card is issued within 30–90 days, valid for one year and renewable.

Cost of living and realistic savings

Georgia is one of the most affordable countries in the region. Tbilisi offers modern infrastructure, fast internet, an extensive metro and minibus network and low food prices. The figures below reflect a realistic monthly budget for a single working person accommodated under the programme.

Expense category Monthly cost
Shared worker accommodation, arranged by our office 50 EUR
Utilities — electricity, water, gas, internet included
Mobile telephone and data plan 8–15 EUR
Food — groceries and occasional café 120–180 EUR
Public transport — metro and minibus 10–15 EUR
Personal expenses and leisure 40–80 EUR
Estimated total 230–340 EUR

Realistic financial picture

Indicator Amount
Monthly net salary 600 EUR
Monthly living expenses 230–340 EUR
Estimated monthly savings 260–370 EUR
Estimated savings over twelve months 3,120–4,440 EUR

Figures are estimates based on 2026 market conditions in Tbilisi and are provided for guidance only. Actual savings depend on personal spending, overtime worked and the cost of remittances.

Comparison of directions is deliberate: Georgia does not compete with the European Union on salary. It competes on speed, accessibility, the absence of nationality restrictions and the low threshold of entry — including for candidates who would not qualify for an EU work permit.

Guarantees

  • Visa stage. If the entry visa is refused for reasons not attributable to the candidate, the visa-stage portion of the fee is refunded in full and the second instalment does not fall due.
  • Employment. We secure a written labour contract with a verified employer on the terms set out in this proposal. If no contract is provided, the second instalment is not payable.
  • Residence permit. We accompany the application from filing to card issuance. If the application is refused for reasons attributable to our office, the residency portion of the fee is refunded.
  • Replacement of employer. If the employment relationship ends within the first 60 days for reasons not attributable to the candidate, we arrange an alternative placement at no additional cost.
  • Confidentiality. All personal data is processed in accordance with the HKSAR Personal Data (Privacy) Ordinance and EU GDPR standards.

The issuance of visas and residence permits falls within the exclusive competence of the Georgian authorities. Human Power Service Limited guarantees the completeness, accuracy and timely submission of the application, together with the refund commitments set out above; it does not and cannot guarantee the decision of a state body.
